IPA III Grants Unlock New Opportunities for Energy Investment in Bosnia and Herzegovina

The ratification of the Financing Agreement for the IPA III Multiannual Action Programme 2025–2027 marks an important milestone for Bosnia and Herzegovina, making EUR 140.5 million in European Union grant funding available to support reforms and strategic investments across the country.

While these funds are not exclusively dedicated to the energy sector, IPA III is designed to support reforms that are essential for the green transition, including climate action, environmental protection, institutional strengthening, sustainable economic development, and alignment with the EU acquis. Together, these priorities create a stronger foundation for accelerating investments in clean energy and modern infrastructure.

A New Phase of the Energy Transition

Bosnia and Herzegovina is entering a critical period for energy sector development. The modernization of electricity networks, expansion of renewable energy, improvements in energy efficiency, digitalization of energy systems, and implementation of EU energy and climate legislation will require well-prepared projects, strong partnerships, and innovative financing structures.

European Union grant funding, combined with financing from international financial institutions such as the European Bank for Reconstruction and Development (EBRD), the European Investment Bank (EIB), the Western Balkans Investment Framework (WBIF), and private investors, will play an increasingly important role in enabling these investments.

Bringing Projects, Finance, and Partnerships Together

Against this backdrop, the International Energy & Investment Days, taking place on 14–15 October 2026 in Novi Sad, Serbia, come at a particularly important moment for the Western Balkans.

The event will bring together government representatives, utilities, project developers, international financial institutions, investors, technology providers, and development partners to discuss concrete investment opportunities and strengthen regional cooperation.

Discussions will focus on the development of bankable projects, financing mechanisms for the energy transition, public-private partnerships, and practical pathways for turning investment concepts into implementable projects.

The International Energy & Investment Days aim to provide exactly that platform—connecting project owners with investors, development banks, technology providers, and policymakers to accelerate the delivery of sustainable energy investments across Bosnia and Herzegovina and the wider Western Balkans.
